From its inception as a Spanish colony, the Philippines depended on financial support from Spain, delivered annually via the remission of New World silver on the Acapulco to Manila galleon. Accordingly, Spain's colonial administrators sought to control, diminish or eliminate this financial drain on the Crown's Treasury. They attempted to monopolize tobacco on Luzon in the early seventeenth century, but the scheme caused such discontent that it was revoked in less than seven months.
